8.1 Permanent Residence/Settlement Permit

A permanent residence permit (settlement permit, EU permanent residence) is not applied for at the Embassy, but rather at the Foreigners’ Registration Office after several years of residence in Germany. National visas from Ghana are only the entry route; later, the following applies:

  • Minimum residence periods (e.g., 4–5 years; reduced to 21–33 months for Blue Card holders).
  • Proof of pension insurance contributions.
  • Language proficiency (usually B1) and evidence of integration.
  • Secure means of support, no serious criminal offenses.

8.2 Blue Card Holders

The EU Blue Card offers a special pathway to permanent residence: Under certain conditions, holders can apply for a settlement permit after just 21 months (with B1 German) or after 33 months (with A1). Family members also benefit from simplified rules (e.g., no A1 language certificate required for spouses prior to entry).
